Consultancy Opportunity: End-line Evaluation – Accountability for Water (AfW) Programme Phase II

Background

PASGR, as lead of the Accountability for Water (AfW) Consortium, invites qualified individual consultants or consultancy firms to conduct an End-line Evaluation of the Accountability for Water Programme Phase II, funded by the William and Hewlett Foundation. The programme aims to strengthen accountability, citizen engagement, and responsive governance in the water sector, contributing to Sustainable Development Goal 6 (SDG 6).

Purpose of the Consultancy

The end-line evaluation will assess the programme’s impact, effectiveness, relevance, and sustainability, and generate lessons and recommendations to inform future programming, policy uptake, and practice in water governance.

Scope of Work

• Assess programme management, oversight, and sustainability
• Evaluate knowledge translation, policy uptake, and action research outcomes
• Examine impacts on communities, institutions, and accountability structures
• Apply a mixed-methods approach aligned with OECD/DAC evaluation criteria
• Produce inception, draft, and final evaluation reports

Required Qualifications

• Master’s degree in relevant fields (e.g., WASH, Economics, M&E, Research); PhD is an advantage
• Minimum 8 years’ experience conducting development programme evaluations
• Demonstrated experience with mixed-methods evaluations
• Strong analytical, reporting, and stakeholder engagement skills
• Prior experience working with INGOs and donor-funded programmes
