The Partnership for African Social and Governance Research (PASGR) is a pan-African not-for-profit organisation based in Nairobi that aims to increase the capacity of African academic institutions and researchers to contribute stronger evidence based research on public policy that can have a positive impact on pro-poor development policies in Africa. It was established in response to the declining capacity in political and social science research output in sub-Saharan Africa.

Commitment to supporting agriculture transformation for employment creation
Partnership for African Social and Governance Research (PAS GR) together with The National Institute for Legislature and Democracy Studies (NILDS) and the African Studies Centre, Leiden held a forum with the Nigerian Government and key stakeholders in the agricultural sector to discuss in depth these policies and also to find new approaches that will boost jobs creation in the agricultural sector. The forum was held in Nigeria.
This policy brief raises questions on whether policy pronouncements is matched with a commensurate financial commitment to agriculture. Apart from the aggregate allocation to agriculture which is grossly below international benchmarks, gauging government commitment to agriculture in relation to its desire to generate employment invites granular scrutiny of the budget.
