The Partnership for African Social and Governance Research (PASGR) is a pan-African not-for-profit organisation based in Nairobi that aims to increase the capacity of African academic institutions and researchers to contribute stronger evidence based research on public policy that can have a positive impact on pro-poor development policies in Africa. It was established in response to the declining capacity in political and social science research output in sub-Saharan Africa.

The 2nd Utafiti Sera Stakeholders’ Forum on Urban Governance in Kigali was held on April 26, 2018 in Kigali, Rwanda.The forum brought together 40 stakeholders from local, national and international institutions concerned with research and policy-making around and issues pertaining to urban governance and city transformation. It was organised by Institute of Policy Analysis and Research(IPAR) Rwanda in association with the Partnership for African Social and Governance Research(PASGR).
